The styles of the topic headings in your HTML Help file are controlled by the styles for Heading 1, 2, 3, etc - these are automatically applied according to your document's topic hierarchy, with top-level topics getting Heading 1, and so on.

You can increase the size - for all headings at the same level - by changing the font settings on the Web tab of the Style for the relevant heading level (say, Heading 3). You can't specify the size for an individual heading separately from the other topics at the same outline level.
